The form is now a case with a legal deadline on it. Look at where the clock started.
The clock runs from the day the district received consent, not the day the parent signed it. That is the trigger in 34 CFR §300.301(c)(1)(i), and a form signed on the first and delivered on the tenth is due sixty days from the tenth.
The case was created during the intake pass, which runs after the deadline scan — so it escalates on the next run. It runs hourly regardless.
